Consumer Protection Act exclude international airline passenger services for 7 days of hesitation

According to Article 19 of the Consumer Protection Act, international air passenger services do not apply to seven-day period of hesitation, passengers to change the reservation and ticket refund / change, please follow the provisions of the ticket.
