Entry Restrictions to Federal Territory of Labuan
Effective 20 April 2020, all passengers including offshore and marine crew from Sabah, Sarawak and Peninsular Malaysia are subject to a compulsory COVID-19 test by the Labuan State Health Department upon arrival into the Federal Territory of Labuan.
The COVID-19 test will be conducted at any public or private medical centres authorized/registered under the State Health Department.
Symptomatic passengers will be quarantined at designated quarantine centres meanwhile asymptomatic passengers will be placed at the quarantine facility or hotel before they are allowed to return home depending on the results of the test.
All passengers from Kuala Lumpur, Sabah or Sarawak with valid flight booking and immediate departures are allowed to transit through Labuan but are confined to the airport premises only.
Aligned with the country’s quarantine order, all passengers with connection within 24 hours to Labuan are also required to undergo 14-day quarantine upon arrival in Kuala Lumpur. Passengers with connection within 24 hours to Sabah and Sarawak will undergo the quarantine order upon arrival in Sabah or Sarawak.
International passengers on immediate transit in Malaysia with onward connection to international sectors are not affected by this order.
